Certificated Personnel
Evaluation/Supervision
The Superintendent or
designee may require that instructional employees who receive unsatisfactory
ratings to participate in a program designed to improve areas of performance
and to further student achievement and the District’s instructional objectives.
(Education Code 44664)
Instructional and
non-instructional certificated employees shall have the right to respond in
writing to their evaluation. This response shall become a permanent attachment
to the employee’s personnel file. (Education Code 44663)
Criteria For Evaluation
Professional Attitudes, Attributes, Conduct
1. The certificated employee
shall maintain a continuous program of professional development through such
media as current literature, workshops, in-service programs, professional
meetings, college classes, and travel.
2. The certificated employee
shall observe the District-approved Code of Ethics; work cooperatively with the
entire staff; seek, share and respect ideas of others;
refrain from revealing confidential information regarding students and their
families. Conversations regarding students, staff and others shall be confined
to an ethical level.
3. The certificated employee
shall participate and conduct himself/herself in a responsible manner and use
appropriate professional procedures in the development and implementation of
policies affecting the District.
4. The certificated employee
shall exercise professional judgment in absences from work.
5. The certificated employee
shall maintain personal attributes, as judged by personal appearance, neatness,
good grooming, and a standard of conduct which will merit the respect of the
community, while maintaining his/her right to develop and preserve
individuality.
6. The certificated employee
shall handle contacts with students, parents/guardians, and colleagues in a
manner which reflects favorably on the District, school system, and the
teaching profession.
7. In
contacts with students, parents/guardians and colleagues, the certificated
employee shall maintain professional objectivity and avoid emotional extremes.
8. The health and stamina
necessary for providing a wholesome and effective learning environment for
students must be evident in the certificated employee’s performance and
attitude. Whenever poor health, whether it is physical or mental, becomes a
disability which affects performance, it should be indicated on the evaluation
form with appropriate recommendations if possible.
Professional Relationships
1. Students
a.
The certificated employee is consistently fair and impartial.
b.
The certificated employee recognizes and fosters each student's worth and
dignity, as evidenced by an atmosphere of mutual respect and tolerance.
c.
The certificated employee deals with unacceptable behavior constructively
without reducing the student's self-esteem.
d.
The certificated employee establishes an atmosphere conducive to freedom of
thought and creative expression.
e.
The certificated employee shows respect for the opinions and suggestions of
students.
f.
The certificated employee demonstrates an understanding of the growth and
development of youth and/or adult students by applying appropriate theories of
learning.
2. Parents
a.
The certificated employee shall participate in parent/guardian conferences in
accordance with District policy. In addition, the certificated employee shall keep
parents/guardians informed throughout the year so that they have an adequate
knowledge of their student’s progress.
b.
Where appropriate the certificated employee shall inform and communicate with
parents/guardians through progress reports, telephone calls, letters and
conferences.
c.
The certificated employee shall maintain a professional and confidential
attitude toward parent/guardian contacts.
3. Colleagues
a.
The certificated employee shall demonstrate a cooperative attitude and working
relationship with colleagues.
b.
The certificated employee shall use discretion in expressing personal opinions
regarding colleagues.
Professional Skills
The professional skills for
each certificated teaching position are outlined in the teacher’s job description.
The evaluation of each
certificated teacher will assess performance as it reasonably relates to: 1)
the progress of the pupils towards standards of expected pupil achievement; 2)
the appropriateness and effectiveness of instructional techniques and strategy
used by the employee; 3) the employee’s adherence to curricular objectives
established by District practice; 4) establishment and maintenance of a
suitable learning environment within the teacher’s scope of responsibility.
Learning Environment
Each certificated teacher is
responsible for the execution of, or the support of, the following criteria:
1. The facilities of the
site shall be arranged and maintained is such a way as to insure the health,
comfort, and safety of the students.
2. Room environment shall be
maintained in a neat and orderly fashion to enhance learning.
3. Routines, such as
emergency drills, attendance accounting, and student movement, shall be
established and efficiently administered.
4. A room atmosphere shall be
established appropriate to the immediate learning emphasis.
5. Use of learning aids,
such as audio-visual equipment and materials and professional resources, shall
be correlated with the instructional program.
6. Advanced preparation shall
be made to insure that materials are available. Materials not in use shall be
neatly and systematically stored where they will be quickly available when
needed.
7. An atmosphere of student
discipline shall be maintained. Student management shall be conducted in a
consistent and confident manner, working with students to create a climate for
good discipline which leads to proper self-control and self-direction.
Related Professional Responsibilities
Certificated teachers are
responsible for the following:
1. Completion of required
records and reports such as roll sheets, grade reports, cumulative records,
certificates, and registers.
2. Participation in faculty
committees and meetings.
3. Planning and coordination
of the work of aides, parent/guardian volunteers, assistants, and other
paraprofessionals, as required.
4. Supervision of students
in out-of-classroom activities as required during the assigned working day.
5. Participation in curriculum and other
developmental programs at the school and/or District level.
6. Participation in accreditation processes.
7. Participation in appropriate curricular and
extra curricular activities put on by the District.
