PROGRAM QUALITY ASSESSMENT
Examination of the quality of
career-technical programs is an important part of the annual management of such
programs. Just as instructors and
administrators regularly work jointly to validate and/or improve the
performance of employees, it is important that they regularly work jointly to
assess the quality of the programs. The
instrument that follows was developed by instructors and administrators as a
way to address those elements we, together, believe are indicators of program
quality.
This instrument is not
intended to be a teacher evaluation; they are covered in the Stull
process. The instrument is a
self-assessment by the teacher of the several aspects of the program and
collaboration with administration on the strengths and weaknesses of the
program. Perhaps the most important
element of the Program Quality Instrument is the last item, the Action Plan for
Program Improvement. This collaborative
plan sets the direction for upgrading, updating, and generally improving the
program being assessed.

1. JOB MARKET INFORMATION
Quality
ROCP programs train for jobs and/or careers that exist in our community, its
surrounding area, and our state or nation.
The greater the demands for trained workers, the better the chances are
that students will be successful in finding employment. Local, state or national labor market surveys
will help determine the need for training.

1. A current job market survey is available.

instructor is aware of current business/industry job market trends.

2. ADVISORY COMMITTEE
Advisory Committees are mandated by law in order to
assure that career technical training offered meets the local labor market
needs. Employers are primary customers
of ROCP and their needs should be met as we train students to be their
employees. The law requires at least one
Advisory Committee meeting per year. The
majority of the committee members should be from the occupation for which
training is preparing students.
Standard:
1. The program advisory committee meets at least once per year.
2. Committee minutes for each meeting are maintained and minutes reflect that the committee:
A. Approved the curriculum
B. Believed there is a market large enough to support number of students trained.
C. Believed that the lab and equipment are appropriate and plentiful enough
to meet industry standards.
3. The majority of committee members are from the occupation for which training is preparing students.

3. USE OF COMMUNITY RESOURCES
The community outside the school provides many
opportunities for classroom teachers to enrich their programs and/or provide
resources. Our ultimate customers are
the employers who hire our students and the community which benefits from
well-educated citizens. Employer and
community support of programs shows an understanding of their true worth and
accountability.

4. ACADEMIC PREPARATION
An
increased focus is being placed on graduation requirements and state-mandated
test preparation. Academic preparation
has become a major focus of career technical classes and programs. Some school populations are awarded academic
equivalency credits based upon an academic-rich occupational curriculum. Academic standards are being stressed as
never before, and creative methods of integrating these standards must be
explored and implemented.
Standard:
1. Where appropriate, students receive graduation equivalency credits from home schools.
2. Course outlines and content include appropriate academic standards.
3. Teacher-driven support services are available to support appropriate academic content.
4. Students are informed and use available services to support appropriate academic needs.
5. School-wide academic activities are integrated into occupational curriculum.
6. Student activities include academic integration and review.

5. ORGANIZATION AND CONTENT OF INSTRUCTIONAL PROGRAM
It
is important that the ROCP curriculum aligns with industry standards and that
there is a process in place that reviews the curriculum. It is also very
important that the ROC/P course be part of a career pathway or part of a
sequence of courses both career-technical and academic.
Standard:
1. The curriculum is aligned with applicable industry and academic standards and state curriculum frameworks.
2. Instruction and lesson planning clearly identify and support competencies as listed in the course outline.
3. There is a process in place to review curriculum to ensure responsiveness to labor market needs and career trends.
4. There is a consistent and fair grading system in place.
5. If the course is part of a sequenced career pathway, its place in the sequence is clearly indicated.
6. The class is articulated with one or more colleges if available.

6. ALL ASPECTS OF AN INDUSTRY
The
School-To-Work Opportunities Act defined “all aspects of the industry” as all
characteristics of the industry or industry sector the student is preparing to
enter including planning, management, finances, technical production skills,
technology, labor/personnel, community, health and safety, and environmental
issues related to that industry. This
information is not only necessary for entering the workplace, but is also
helpful for career advancement.
Standard:
1. There is clear evidence of instructional strategies for the course that provide for an understanding of all aspects of the industry that students are planning to enter.
2. There is clear evidence of student learning activities that provide experiences in:

The instructional materials and equipment are essential to the quality of a program. Without the appropriate Industry advisory-approved materials and equipment, a course cannot be considered a viable ROCP offering

STUDENTS FOR PRODUCTIVE CAREERS AND POSITIVE ATTITUDES TOWARD LIFELONG LEARNING
In addition to the teaching of technical skills, a
critical part of any ROC/P course is modeling the attitudes and promoting the
skills that are required to get and keep a job in the particular field covered
in the ROCP course. Equally important is
stressing the value of continued education throughout one’s personal and
professional life.

LEADERSHIP SKILLS
The development of leadership skills is essential to
the success of a student when he or she reaches the job market. The ROC/P
program is dedicated to teaching leadership to students as is appropriate. Examples may include cooperative classroom
projects, community projects, participation in student organizations,
internships or other work-based learning opportunities.
Standard:
1. Course curriculum contains elements that support leadership skills development.
2. Instructional strategies are used that support and encourage leadership skills development.
3. Student classroom activities include leadership skill development components.
4. Work-based activities enhance leadership skills development.
5. Other out-of-class activities are used to promote leadership attitudes and practices.
6. Class structure utilizes student leadership roles (i.e., office manager, shop foreperson) to enhance leadership practice.

Research consistently
indicates that the classroom teacher is the single-most important factor in a
student’s chances for classroom “success”.
Teachers must possess a thorough understanding of the course content. S/he
must be able to provide instruction at a level consistent with academic and
business/technical standards and must be prepared to make changes necessary to
remain up to date in practice, skill, and knowledge.
