STUDENT BOARD MEMBERS GUIDELINES

 

Article I.          Source of Power

 

1.  All powers set forth in this exhibit are delegated by the Central Santa Clara County Regional Occupational Agency Governing Board.

 

2.  These privileges may be revoked upon action taken by the Governing Board or in the absence of the Board, the Superintendent.

 

Article II.          Job Description:  Student Board Member(s)

 

1.  The student Board member shall act in ex-officio capacity to the Governing Board

 

2.  The student Board Member shall report to the student body of MAEP or ROC/P as appropriate on all matters before the Governing Board.

 

3.  He/she shall attend and represent the views of the majority of the appropriate student body at all Board meetings.

 

4.  The student Board Member may exercise a preferential vote on agenda items which have been a subject of closed session deliberation.  The preferential vote shall be defined as advisory and will not, in any case, determine the outcome of the agenda item.  The preferential vote shall be defined as advisory and will not, in any case, determine the outcome of the agenda item.  The vote shall be recorded in the Board meeting minutes.

 

5.  he/she shall represent the appropriate student body at conventions and conferences attended by regular Board Members upon approval of the Governing Board.

 

Article III.         Selection

 

1.  The student Board Member(s) may be selected by the appropriate student body prior to the third Wednesday in September

 

2.  MAEP and ROC/P may submit one nominee for the two positions.

 

3.  Each will be interviewed by the existing student representative and an administrator selected by the Superintendent.

 

4.  A vote will then be taken by the MAEP student body and the ROC/P student body with every student body member having one vote.  The appropriate student body will vote only for the appropriate candidates that would represent them.

 

5.  If a majority of the MAEP or ROC/P student body’s vote is not given to one nominee each, then a run-off ballot will be taken between the top two nominees until one nominee has the simple majority necessary representing the MAEP student body or ROC/P student body.

 

Article IV.        Term

 

1.  The term of a student Board Member(s) shall be one year beginning on October 1.

 

2.  The student Board Member shall be sworn in on or after October 1, but no later than the next regular Board meeting after October 1.

 

Article V         Vacancy

 

1.  The student Board Member’s power shall be vested by the appropriate student body.

 

2.  Upon resignation of the student Board Member or upon recall by the appropriate student body on a two-thirds vote, the position is declared vacant.

 

3.  Upon such resignation or recall by the student body, the ensuing vacancy shall be filled by a two-thirds vote of the appropriate student body.

            a.  A vote will then be taken with each student body member present having a                             vote.

 

Article VI

 

The Governing Board shall recognize the student Board Member(s) on an equal basis for discussion purposes of all Board meetings.

 

Article VII.       Superintendent’s Office shall:

 

1.  Provide to the student Board Member(s) full and complete agenda and copies of any materials received by the Board, except for those materials covered in closed session and any other confidential materials.

 

2.  Act as the “home office” for the student Board Member where he/she may make use of secretarial facilities.

 

3.  Stand as an advisory source for the questions and concerns of the student Board Member.
