Mobile-Free Device Policy

Beginning the 2026-2027 school year, California Assembly Bill 3216 will require school districts to have a policy in place, limiting mobile device use in a school setting.
 
The Governing Board recognizes that student use of mobile communication devices may, in some circumstances, support learning, safety, and well-being, but may also be disruptive to instruction, student learning, and the school environment if not appropriately managed. This policy establishes clear, consistent expectations for the possession and use of mobile communication and recording devices on campus. The Board intends that implementation of this policy be applied fairly, consistently, and in accordance with District student discipline policiesand administrative regulations.

Definition of Mobile Communication and Recording Devices

Definition of Mobile Communication and Recording Devices

For purposes of this policy, mobile communication and personal recording devices include, but are not limited to:
 
  • Smartphones and cellular phones
  • Electronic tablets
  • Smartwatches
  • Smart pens
  • Smart glasses
  • Gaming devices
  • Earbuds and headphones
  • Other wearable or handheld technology capable of communication, recording, storage, or media playback
 
This policy applies equally to devices and their accessories or peripherals.
Discipline and Confiscation

Discipline and Confiscation

When a student uses a mobile communication device in an unauthorized manner while on campus or under the supervision of District employees:
 
  • Discipline shall be progressive and consistent with District student discipline policies and administrative regulations, taking into account the nature of the violation, prior incidents,and individual student circumstances.
  • A District employee may temporarily confiscate the device and store it securely.
 
Confiscated devices shall be returned in accordance with procedures, which may include strategies such as return at the end of the school day or release to a parent/guardian, as determined by the site administrator or designee.

Exceptions (Education Code 48901.5, 48901.7)

A student shall not be prohibited from possessing or using a mobile communication device under the following circumstances:
 
  • In the case of an emergency or perceived threat of danger
  • When permission is granted by a teacher or administrator, subject to reasonable limitations
  • When a licensed physician or surgeon determines use is necessary for the student’s health or well-being
  • When possession or use is required by the student’s individualized education program (IEP)
